1. Organisational Goals
Background
The Government of Indonesia is committed to accelerating the pace of poverty reduction. According to the
newly enacted medium-term development plan (Rencana Pembangunan Jangka Menengah, RPJMN, 2015-
2019), the government aims to lower the poverty rate from 10.96% in 2014 to 7-8% by 2019. Indonesia has
achieved significant reductions in poverty to date, however more than 27 million Indonesians (10.96% of the
population) continue to live below the poverty line and 30% of the population within 125% of the poverty line
remain vulnerable to falling back into poverty.
Integrated Referral and Service System (IRS) for Social Protection and Poverty Reduction
The Government of Indonesia, under the leadership of Bappenas and the Ministry of Social Affairs, is creating
an Integrated Referral and Service System (IRS) with the aim of improving coordination and integration of
social protection and anti-poverty programs at the local level. The IRS proposes to address the current
fragmentation and lack of coordination of national and local social protection and anti-poverty programs, as
well as updating poverty database in a more regular way by providing local governments with the tools to
promote coordination of programs at local levels and to make the programs more responsive and relevant
to local needs and desires. The IRS allows local social workers or facilitators to counsel families on where
to seek assistance and what to do, depending on the current programs they receive, their unmet needs and
the supply of programs available at national and local levels. The IRS would also be a conduit for people to
present complaints and grievances to the different programs, and those complaints tracked and monitored
to make sure that complainants receive timely responses to those complaints. Furthermore, the IRS is in
the capacity to inform national and local agencies about budget needs and priority programs to address gaps
in social protection of poor and vulnerable people including abandoned women and children, disabled
persons, elderly poor with no social assistance and others.
To be effective the IRS needs to count with up-to-date and accurate information on the existing supply of
social protection programs at the district level (objectives, target population, application procedures, targeting
mechanisms, list of beneficiaries, and their targeting mechanism, and other characteristics of existing
programs in the Districts.) In addition, the IRS needs to count with information on needs and social protection
gaps of the poor and vulnerable population in the districts. This work requires the development and
operationalization of a real-time and user-friendly android and web based applications system.
MAHKOTA
The Government of Australia is supporting the Government of Indonesia under a program called MAHKOTA
- Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian
Society). MAHKOTA is a flexible facility administered by Cardno that is able to respond to Government of
Indonesia priorities, provide top Indonesian and international expertise, and allow the Government of
Indonesia to take risks with innovating policy. MAHKOTA’s goal is “a comprehensive and equitable social
protection system for the whole of Indonesia by 2025.” The outcomes of the program are:
• Quality of the national social protection system is improved;
• More comprehensive and joined up social protection and labour market policy is delivered;
• Synergies with wider social and economic policy and planning are enhanced;
• Government of Indonesia capacity to progress towards the goal is established and can continue
without further Australian support.
2. Position Purpose
• Develop SLRT web-based applications
• Improve SLRT application performance
• Assisting in the maintenance of SLRT mobile application
• Design, solve, examine and trained appropriated web based application to meet SLRT implementation
requirements and comply with latest technology.
3. Principal Accountabilities

4. Key Selection Criteria
• A minimum of Bachelor’s degree in information technology, computer science, management information
systems or related field, or equivalent working experience in information technology area.
• Minimum 5 years of work experience in developing web-based application in major framework using PHP,
Java, or other languages.
• Experiences in PL/SQL programming, and query optimization.
• Experience in performing application test and giving improvement recommendation for mobile and webbased
application optimization
• Knowledge and skill in Mobile Application Development. Ability to develop program in Android is an
advantage.
• Knowledge and skill in dashboard development is advantage
• Working knowledge to design and perform stress test, load balancing, and other techniques to improve the
application performance and quality.
• Well knowledge in designing and perform stress test, load balancing, and other techniques to improve the
application performance and quality.
• Demonstrated strong interpersonal skills, including to effectively communicate internally / externally, share
information with colleagues, clients and the management.

Background
The Government of Indonesia is committed to accelerating the pace of poverty reduction and the President of
Indonesia has declared that poverty reduction is among the highest development priorities of his administration. This
commitment is reflected in Indonesia’s national medium‐term development plan Rencana Pembangunan Jangka
Menengah Nasional, RPJMN, 2015‐2019), with a target to reduce the poverty rate from 11% in 2014 to 7‐8% by 2019.
Indonesia’s achievements to reduce poverty have been significant: between 1999 and 2014, the poverty rate reduced
from 23.4% to 11.0%. However, almost 30 million Indonesians continue to live below the poverty line, and around 99
million are either living in or vulnerable to falling back into poverty. Furthermore, inequality has risen significantly since
the late 1990s which can threaten both economic growth and stability. Key policies for tackling poverty and inequality
are investment in social protection and widening access to decent work. Indeed, there is strong international evidence
that well-designed social protection can enable people to access the labour market and participate in income
generating activities, while also helping generate higher economic growth.

Tenggara (NTB) province, the IRS is being implemented in all 10 districts and cities with funding from the provincial
government (APBD I) and the district/city level budget (APBD II).

4. Key Selection Criteria
1. A m i n i m u m o f Bachelor’s degree in information technology, computer science, management
Information systems or related field.
2. Demonstrated experience in conducting full Android application development life cycle from origin to
deployment on the Google Play Store.
3. Proven extensive experience in Android and Mobile Application Development.
4. Demonstrated experience in integrating application with external APIs, Social Media, etc.
5. Demonstrated experience with UI/UX driven apps, TDD, BDD, Mobile Unit and Integration testing.
6. Demonstrated understanding of Git and workflow of working with versioning control tools.
7. Demonstrated experience in integrating with Google APIs, preferably Google Maps APIs
8. Having knowledge and experienced in mobile phone database stored locally and synch to other system, incl.
SQLite, MySQL, JSON, PostgreSQL, etc.
9. Proven record of strong client relations, with ability to work in sensitive situations, and challenging policy
environments, including in providing prompt and quality response to client requests.
10. Demonstrated strong interpersonal skills, including to effectively communicate internally / externally, share
information with colleagues, clients and the management.
11. Proven excellent presentational and writing skills, including working with time constraints in the
preparation of high quality documents.
12. Proactive, highly motivated and a self-starter. Proven record of strong performance working in teams
